Letter Text Dear Secretary of State Condoleezza Rice, Despite repeated promises to the United States to freeze settlement expansion, the Israeli government has just approved more new settlement construction on the West Bank. I believe Israel will only be secure and the Middle East stable when Israel makes peace with its neighbors. Continued settlement expansion on the West Bank is a major obstacle to making progress toward peace. Settlement expansion undermines Palestinian moderates, deepens the divide separating the sides and undercuts the economic and security interests of Israel in the long run. It is clear that without American intervention, Israel on its own won't bring settlement expansion to an end.
